Billions at Stake: Increasing IPR Denials Will Cost the U.S. Economy $1.9 Billion and Thousands of Jobs

The Perryman Group, in a recent economic study commissioned by Unified Patents through its efforts in Unified Edge, has found that the recent surge in discretionary denials of inter partes review (IPR) will wipe out an estimated $1.7 billion in litigation cost savings through 2030. This translates to roughly $1.9 billion in lost gross product, 6,810 lost job-years, and $328.1 million in lost federal tax revenue, with manufacturing hit hardest at nearly $912 million. By contrast, IPRs generated more than $5 billion in direct savings from 2014 to 2024, and the study warns that restricting it now, while third-party funding drives litigation costs up, will divert money from R&D into defending weak patents.
